Tapio Wallenius

Managing Director

Tapio is responsible for Condes Ltd's strategic and daily management as well as the implementation of the projects. He is a seasoned expert in Development and Climate Finance; Private Sector Development (PSD); Impact and Risk Analysis; and Results-based Management (RBM), with more than 25 years of experience. He has led and conducted numerous evaluations and consulting assignments in these fields and developed various impact assessment and private sector development tools for international, public and private sector organizations. He has amble experience of working with funds and other investment vehicles, private sector support programmes and various funding instruments. Before Condes Ltd, Tapio has worked in several management and senior specialist positions at e.g. Finnfund; the Finnish Ministry of Foreign Affairs, Ministry for Labor and Economy, Prime Minister's Office and private consulting companies.

Petri Uusikylä has more than 30 years of experience in research related to public policy, evaluation and capacity building. He has written and published numerous studies and research papers, covering domains like innovation policy, the digitalisation of public services, impact assessment, public budgeting, policy evaluation, systems analysis, European policy-making, public management reforms as well as development policy and aid. He has served as a government adviser on the evaluation of public policy, the formulation of EU policy, and the management of performance for various EU Member States and OECD countries. Currently Petri works as the Research Director at the University of Vaasa, co-leading the Public Policy and Governance Research Group.
